As ECI’s General Manager, Mr. Clements oversees the general and administrative operations of ECI. His skill at developing International Standard Organization (ISO) and other types of quality management systems (QMS) has been evident at military and several private engineering labratory organizations. Mr. Clements has been with ECI and MTI since 1994.

| Joel A. Warriner, Sr., P.E. — Engineering Manager |

Mr. Warriner provides ECI and MTI with trouble shooting engineering evaluations for complex Geotechnical and construction management projects, e.g. slope stability, pile driving analysis, settlement evaluations, groundwater mitigation, mass wasting analysis, permeability testing etc. Mr. Warriner has experience in large construction projects throughout the United States and is licensed to practice Professional Engineering throughout the country. His experience ranges from small single family dwellings to large scale freeway extensions, office complexes for corporate Headquarters to major corporations such as, Capitol One, Infineon Semiconductor, Honda Motors of California, Owens & Minor, Virginia Credit Union, etc., and flood remediation projects located across the United States. Currently, Mr. Warriner is ECI's Engineering Manager for the Bellevue Washington office.

Mr. Janoch provides technical expertise derived from over over 30 years experience that spans Geotechnical Engineering, Civil Engineering, Materials Engineering, Environmental Investigation and Remediation, Construction Systems, Nuclear Technology, Mechanical Systems, Electrical Systems and Information Technology.

Mr. Languirand coordindates ECI environmental professionals and geologists working throughout the NW region. He has been with ECI/MTI since 1996 and has a balanced working knowledge of environmental and geotechnical issues as they apply to development and construction activities. His experience includes asbestos, lead-based paint, radon, USTs, geotechnical investigations, monitoring well installations, slopes and retaining wall failure, and borrow source investigations.

As an Environmental Geologist with ECI, Mr. Brentlinger is charged with assisting with the field and office activities working both in the environmental and engineering fields. He is assisting in management of projects and preparation of contracts and report production. He consults with clients regarding a variety of environmental and geotechnical needs. He has experience working with state and federal environmental projects concerning pollution in the environment.

As MTI’s General Manager, Mr. Cram manages the operations of all MTI offices. His skill as a geotechnical engineer is visible in numerous large-scale projects, including aviation, education, corporate, and government facilities. Mr. Cram has been with MTI since 1994 and has been a stockholder since 1997.

As Corporate Construction Services Manager, George oversees the reporting of over MTI locations. George has been involved in the general construction industry for over 20 years, and carries with him a strong working knowledge of construction management, project development and material quality control. Mr. Dupont joined MTI in 1996.

As Boise's Construction Services Manager, Mr. Parker directs the activities of over 25 inspectors and technicians. He has been involved in the general construction industry for over 8 years and has a strong working knowledge of construction management, project development and material quality control. Mr. Parker joined MTI in 2008.

Mr. Boicourt directs MTI environmental professionals and geologists working throughout the western United States. He has been with MTI since 1993 and has a strong working knowledge of environmental issues as they apply to construction activities. His experience includes asbestos, lead-based paint, mold, USTs, and groundwater/hydronic investigations.

Mr. Schroeder manages a team of geologists and engineers dedicated to economical geotechnical project development. This involves projects from small, lightly loaded structures to the tallest structures in Idaho. He joined MTI in 1996.

Mr. King has led his team of construction inspectors and environmental professionals in Idaho Falls to become the only nationally accredited (AMRL/CCRL) testing laboratory in eastern Idaho. His team of special inspectors provide inspection from INEEL, Twin Falls, Pocatello to Jackson Hole, Wyoming. He joined MTI in 1999.
| Phil Jacques, AWS—Oregon Regional Manager |

Mr. Jacques oversees the Oregon offices and has been in construction in the Northwest and southern United States for over 20 years. He has been involved with welding procedures and welder certification and has provided special inspections for structural steel/welding, reinforced concrete, structural masonry, spray-applied fireproofing, post-tensioned concrete, and soils testing. He has worked on projects ranging from small commercial to high rise steel structures. In addition, he has worked with and provided consultation for welding projects. Mr. Jacques joined MTI in 1994.

Mr. Walker manages the Walla Walla, Washingtion office. He has extensive industry knowledge in roadway and paving projects. Mr. Walker joined MTI in 1998.

Mr. Huff manages the personnel of the Boise Materials Laboratory and oversees the corporate laboratory Quality Program. He joined MTI in 1999.
| Vicki J. Blocher, PHR —Corporate Human Resources Director |
|
As manager of MTI's administrative and human resources operations, Ms. Blocher directs the activities of the administrative personnel while ensuring quality throughout the administrative department. She joined MTI in 1993.
Mr. Tranberg manages MTI's financial operations. He joined MTI in 2004.
